Solution to start ST Presence Subscriptions...

You must have 4 Gb of RAM installed on your server?
If you have less than this please make the following change to sametime.ini. Locate the [STPresenceSubscriptionMgr] section. The line STPresenceSubscriptionMgr_VM_ARGS line maximum memory value needs to be changed from 1024 to 512. You must save and restart Domino.
If you encounter crashes of this service under heavy load it is recommended to have 4Gb memory installed and set this value to 1024.

In my case, I have 4 Gb of installed on my sever but the ST Presence Subscriptions service doesn't start. I have set this parameter to 768 to fix the problem.

I hope this will fix your problem.
